Abstract

The use of latest and up to date teaching tools in English language class rooms has always been appreciated; not only for developing the interest of students and teachers, but also to enhance their performances. Undoubtedly, the use of teaching aids in the English language classes is always useful, motivating and helpful in achieving the set goals and the equal provision of teaching aids in these classes enhances the performance of English language students. The major purpose of the study was to compare the infrastructural facilities for developing listening and speaking skills of English at public and private sector colleges. The study was delimited to district Lahore only, due to limited time and financial sources. Total twelve colleges were selected (06 public, 06 private, with the equal proportion of male and female colleges) randomly for the collection of data. The proportion of the public and private colleges was equal. All the public & private colleges of Punjab, English language teachers and students of graduation level constituted the population of the study. Two questionnaires (one for heads of the institutes and the second for the English language teachers) were developed and validated after pilot-testing for data collection. The collected data was tabulated and analyzed by using simple percentage and pie graph method. Major findings of the study are: lack of infrastructural facilities, lack of latest teaching tools, lack of training program for heads and teachers, breach between public and private sector, uncertain social conditions, lack of long-term educational policies, overlooked status of English language skills and poor performance of English language students due to certain reasons etc. The conclusions of the study are: the elite class colleges enjoy better teaching facilities as compared with lower class private and public colleges. The latest teaching tools are necessary for developing listening and speaking skills of English language students. Teachers training, cautious behavior of management and constructive thinking of policy makers is very important to get better performance. The exchange of educational delegations and mutual cooperation between institutions is also focusing point. Majority of the population highly favoured the use of language tools and latest technologies for developing listening and speaking skills of English language students. The study suggests that the use of latest teaching aids is a necessity in language classes. Public colleges should improve their performances in harnessing latest technologies for developing listening and speaking skills of students. Cooperation between all tiers of colleges should be promoted for better results and performance. Primary school level should also be the major focal point for the successful development of language skills at graduate level. Foreign investment in the field of education must be increased and government should introduce nonviolent environment and supple friendly policies for the advancement of its educational sector, especially the English language skills.
